As a former prosecutor, Representative Planas used his experience to enact legislation to protect the public.

In 2003, Representative Planas authored and passed legislation to re-instate the DUI drug test after it had been thrown out by liberal judges. In 2004, Representative Planas authored and passed legislation that protected the personal information of victims of sexual violence from being obtained by criminals. In 2005, Representative Planas authored and passed legislation that made it a double act of murder to kill an expectant mother.

Representative Planas also sponsored House Bill 827, which provides that any judge setting or granting bail will set a separate bail amount for each charge or offense. This bill was recently signed into law by Governor Bush.
